IOSS and OSS Explained: A UK Ecommerce Seller’s Guide to EU VAT

Selling to EU customers used to be straightforward. Then Brexit happened. Now every parcel crossing the border has a customs declaration, every sale carries a VAT decision, and every UK ecommerce business with EU customers has to decide whether to register for IOSS, OSS, both, or neither. The schemes are meant to simplify EU VAT compliance. The rules around when each one applies confuse experienced sellers as much as beginners.

What IOSS Actually Is

IOSS stands for Import One-Stop Shop. It is the EU’s scheme for low-value consignments imported from outside the EU. If you ship goods worth €150 or less to an EU customer, registering for IOSS lets you charge the customer’s local VAT at checkout, file one EU-wide monthly return, and skip the courier collecting VAT on delivery. Without IOSS, your customer gets hit with VAT and a handling fee when the parcel arrives, refuses delivery, and leaves you with a returned parcel and a one-star review. The scheme has been in place since July 2021.

What OSS Is and Why It's Different

OSS, the One-Stop Shop, is for goods already inside the EU. If you store stock in a German warehouse and ship to French customers, OSS lets you register once and report all your EU B2C sales through that single registration rather than registering for VAT in each member state you sell into. The Union scheme covers B2C goods within the EU. The non-Union scheme covers services supplied to EU consumers from outside the EU. Different schemes, different forms, same idea: file once, cover the whole EU.

Which One Applies to You

The answer depends on where your stock physically sits when the customer orders. Shipping from a UK warehouse to an EU customer with goods worth €150 or less is IOSS territory. Holding stock inside the EU and shipping locally is OSS. Shipping high-value goods over €150 from the UK falls outside both schemes and goes through standard import VAT processes. Plenty of UK sellers we work with need both registrations because they fulfil from multiple locations.

Registering as a UK Seller Post-Brexit

Here’s the catch nobody mentions until you start the process. UK sellers are now treated as non-EU sellers under both schemes. For IOSS, that means appointing an EU-established intermediary to register on your behalf. The intermediary acts for you, files your returns, and is jointly liable for the VAT. For OSS, you also register through an EU member state (Ireland is the popular pick for UK sellers, for obvious language reasons). Both require monthly or quarterly returns with transaction-level data. The intermediary cost typically runs to a few thousand pounds a year.

The Mistakes We See Most Often

The recurring errors are predictable. Charging UK VAT on sales to EU customers (wrong post-Brexit, full stop). Failing to register for IOSS and creating a wall of refused-delivery problems. Treating Northern Ireland sales the same as Great Britain sales when the Windsor Framework rules make them different. Each one is unwound rather than fixed cleanly, and creates compliance hangovers that follow you through future tax years.
